Our directors have both deep technical expertise and a cultural understanding of multiple geographic areas such as Africa, the US, Europe, the Middle East, and Asia. They lead multi-disciplinary engagement teams that are analytical, create, innovative and always results oriented.

Noah W. Miller
Founder & Managing Director
Mr. Miller is a highly experienced communications advisor with a track record of providing strategic communications expertise to governments and assisting with capacity building strategies.
He has a deep understanding of the role of communications at the center of government, particularly in the context of post-crisis states such as Afghanistan, Iraq, Somalia and South Sudan.
Mr. Miller was a distinguished visiting faculty member at the Aga Khan University Graduate School of Media and Communications from 2016 to 2018. Additionally, he was on the jury of the Digital Media Awards for three consecutive years.
He holds a BSc. in Business Administration from Babson College, a MSc. in Development Studies from The London School of Economics and Political Science, and graduated from the Oxford Advanced Management and Leadership Programme, Said Business School, University of Oxford.

Dr. Rosa S. Ko
Founder & Managing Director
Dr. Ko has worked in academia since 2010 after completing a successful career as a senior civil servant with the U.S. government in Washington D.C. She was a senior lecturer in international relations at the Catholic University of Eastern Africa from 2014 to 2019 and has also taught at Hekima University College in Nairobi. Prior to that Dr. Ko was an assistant professor at The Catholic University of Korea.
She is seasoned specialist in the theories of international relations in East Asia, quantitative research methodology, operations research, public policy, and collective action in transitional democracies.
Dr. Ko holds a B.A. in Economics from the University of Pennsylvania, a MSc. in Finance from Texas A&M University, and a Ph.D. in World Politics from the Catholic University of America. Additionally, she studied Arabic and Theology at Yale University for one year.
